Dr. Carl Iwan Clowes, chair of Dolen Cymru, wrote an article for the periodical Y Faner in September 1982 entitled 'Cymru a’r Tlotaf o’r tlawd' (“Wales and the poorest of the poor”), which studied 31 of the world’s “least developed countries” (LDCs). Referring to WHO's international call to reach the goal of “Health for All by the year 2000", he explores Wales' potential in answering it.
